First of all they expected 1 million people to show up... 
Let's have a massive party and who cares if we can handle it. We'll play music with a high beat count that is proven to make people act crazy. And we'll sit back and watch them go nuts.
Ohhh...and let's make everyone enter through a tiny tunnel all at once to add to the fun.
