I Googled the problem and found it's not as uncommon as you might think.
The obvious cause of the problem is that the cookie is in use by some other program but this would usually flag a warning message.
There are cookie "killer" programs online, ccleaner for example, that should shift the cookies for you ( www.ccleaner.com ). It's free but it will try and install a Yahoo toolbar in your browser if you don't uncheck a box during install (you might want the Yahoo toolbar, so up to you).
If that doesn't work, you could try deleting in "Safe" mode.
I'll assume you don't know how to get into "Safe" mode (please don't be upset if you do) and here is the easiest method for a one time operation.
Reboot your PC and start to tap the F8 key about two times a second. You should get through the POST and a screen will appear giving various boot options, one of which is to "Safe" mode.
Select the one that simply goes to "Safe" mode, without any network options, etc.
Unfortunately, one problem you might encounter doing this is that if you have very high resolution on your desktop, you might appear to lose half or more of your normal desktop icons.
DO NOT PANIC!!! All is well.
Click START, RUN and in the dialogue box, type EXPLORER and hit return.
This will fire up Windows Explorer and now you can navigate to your cookies folder and hopefully delete thestubborn ones.
If O.K., simply reboot the PC and all should return to normal.

P.S. do NOT tap the F8 key too fast or you will just get a keyboard buffer overload and need to reboot and start again.
P.P.S. if your resolution changes so much that you can't see the START button, press Ctrl and Esc at the same time and the start menu will pop up.
